Cynthia Kirchner Director of Quality Improvement/ Cynthia Kirchner is the Director of Quality Improvement within the Office of Policy and Strategic Planning. She oversees the Office of Health Care and Quality Assessment and the various Commissions, in but not of, the Department of Health and Senior Services including the NJ Commission on Spinal Cord Research, the NJ Commission on Brain Injury Research and the Governor’s Council for Medical Research and Treatment of Autism. Ms. Kirchner has been with the Department since 1987 in various policy/management roles in the Office of the Commissioner. She has been instrumental in the development and implementation of several key programs in DHSS. Ms. Kirchner received her Masters in Public Health from UMDNJ/Rutgers Medical School, where she received the UMDNJ School of Public Health Distinguished Alumni Award in May 2008. She received her undergraduate degree from the College of New Jersey (formerly Trenton State College).
