Devon L. Graf, Esq., CPA is the Director of the Office of Legal and Regulatory Compliance and acts as Commissioner O'Dowd's Chief Counsel.
 
A veteran of state government, Mr. Graf has been with DHSS since 2005 as a Regulatory Officer for the Office of Program Compliance and most recently as Director of Nursing Facility Rate Setting and Reimbursement.  Prior to his work with DHSS, Mr. Graf worked as a Deputy Attorney General, as the Director of the Governor's Authorities Unit, and a Regulatory Analyst for the Division of Consumer Affairs in the Department of Law and Public Safety.
 
Mr. Graf also held positions with the New Jersey Office of Legislative Services and the Illinois Bureau of the Budget where he performed budget and program analyses. 
 
Mr. Graf earned a B.S. in Economics and a M.B.A. in Finance from the University of Minnesota. He also holds a J.D. from Rutgers Law School in Camden.
